西安思源学院外国文教专家管理规定

    1. 外国文教专家在华工作期间应遵守中华人民共和国的各项法律和法令，尊重其社会制度和民族习惯，不干涉内部事务。
    2. 不得传教和从事与其身份不符的损害中国利益的事务。
    3. 自觉遵守我院各项规定。
    4. 认真履行工作合同，提前结束合同离校除按合同规定处罚外，我院将不为其签署工作推荐信。
    5. 外国文教专家在院工作期间享受我院教师身份待遇，每逢专家生日和其民族重大节日，我院工会和外事办都要赠送礼品，必要时组织相关人员为其举行庆祝活动。
    6. 外国文教专家来院任教时必须在本国办理海外保险，其随行家属或亲属来院探望时也要办理海外保险。专家入职后，我院按合同规定每月为其发放保险补贴。
    7. 外国文教专家生病可在校内医院就诊，若在院外就医需到外国文教专家指定医院陕西省人民医院就诊。我院每月按合同规定为其发放医疗补贴。
    8. 外国文教专家遵守工作合同，认真履行岗位职责，并完成我院规定的教学任务后，每年将一次性获得适当的休假旅游补贴。
    9. 每学期结束前两星期内，我院将对外国文教专家的工作进行全面的考评，由外事办负责实施，对优秀者给予表扬和奖励。
    10. 外国文教专家日常管理由有关的系负责，有关的系确定一名联络员负责日常联系。外国文教专家请假由有关的系主任批准，超过3天的假期报院长批准。
    11. 外国文教专家任教期间，不允许与学生有过于亲密的非正常关系，做到为人师表。一旦发现并经证实，工作合同将自动失效。


Administrative Regulation on Foreign Experts of Xi’an Siyuan University

1. The Foreign Cultural and Educational Experts (FCEE in short form) 
should abide by all the Chinese laws and regulations in the course of their
 stay and work in China, respecting the social system and ethnical customs 
without any intervention with Chinese internal affairs.

2. No promulgation is permitted of religion. With their status concerned,
 no inappropriate participation is allowed in any affairs hazardous to
 China.

3. The FCEE are obliged to observe all rules of this school.

4. The FCEE are expected to fulfill the work contract. If any termination
 of contract occurs prior to the completion, they will be fined in line
 with the contract and no signed recommendation letter is expected from
 this school.

5. The FCEE, during their stay and work in this school, will enjoy the
 same prestige as the faculty members in this school. The Union and Foreign
 Affairs Office of this school will present gifts to EFL teachers at their
 birthday events or their specific national holidays. Special
 celebrations will be observed for them when necessary.

6. The FCEE must acquire their overseas insurance in their own countries
 when coming to this school. Their dependents or relatives are also
 required to present their insurance when they are here. After formal
 acceptance, this school will pay health and insurance allowance to EFL
 teachers according to the work contract.

7. The FCEE can choose the school’s hospital when they are sick. If
 transfer is required, they must go to Government-appointed
 hospital----People’s Hospital of Shaanxi Province for better
 treatment.This school will pay the health and insurance allowance per
 month which is clearly stipulated in the work contract.

8. The FCEE will observe the work contract and fulfill the academic
 requirement.They can enjoy one-time travel allowance.

9. Two weeks prior to the end of each semester, this school will have an
all-around evaluation on FCEE. The excellent will be praised and awarded.

10. The routine administration of FCEE is exercised by the Departments
 concerned.The Departments have liaisons accountable for co-ordinations.
 EFL teachers’Leave-of-Absence will be approved by the Deans. Longer
 leaves of more than 3 days can exclusively be granted by the President
 of this school.

11. No FCEE is allowed to have excessively close or abnormal relation with
 any student. Professional ethics are emphasized for enforcement. Cases
 of any disclosure of events stated above will cause the automatic
 invalidity of the work contract if they are testified genuine.
